Rupert Perry filed a lawsuit Nov. 13 accusing Phipers, 52, of breaching an oral agreement regarding treatments at her wellness center, Quantum 360, in Malibu. Perry's wife, Elena Katsiola-BillDied of cancer in May 2024 and was allegedly treated by Phipers a year earlier, according to documents obtained. our weekly Wednesday 8 January.
According to the filing, Catciola-Bell was diagnosed with sarcoma — a rare cancer that develops in bone and soft tissue — in 2019 and sought “a stem cell treatment for her cancer” that Phypers' Q360 Club provided. Perry claimed that Phipers promised that the treatment would “cure or at least improve (Catciula-Bill's) condition.”
Perry's lawsuit alleges that Phipers “claimed that the treatment had a 98 percent success rate and that he was so confident in it that, if it didn't work, he would refund half the money” — $126,000 — that Perry and Catsiula-Bill paid for the procedure. for him

Cacciola-Bill was treated there between July and September 2023. That December, she learned her tumor had grown, prompting her and Perry to contact Phypers with a written request for a $63,000 refund.
“(Phypers) ignored her request and instead offered to give her another round of treatment,” Perry claimed in the filing.

“On May 21, 2024, Ms. Katsiula-Bill succumbed to her illness and died,” the lawsuit states. “On June 28, 2024, Mr. Perry spoke by telephone with (Fipers), who acknowledged the debt but made multiple excuses for failure to pay the $63,000.”

Perry, who requested a jury trial, contends that Phipers must pay Katsiola-Bill's estate because her illness worsened after treatment at the facility.
“(Phypers') alleged misconduct was intentional, willful and intended to deprive plaintiff of property and/or legal rights or otherwise injure,” Perry said in the filing. “This despicable conduct subjected the plaintiff to cruel and unjust hardship in conscious disregard of her rights.”
